The Behavioral Exchange 2025 (BX2025) concluded in Abu Dhabi, highlighting the significance of innovation and international cooperation in behavioral sciences. Under the patronage of His Highness Sheikh Theyab bin Mohamed bin Zayed Al Nahyan, Deputy Chairman of the Presidential Court for Development and Fallen Heroes Affairs, the event took place at New York University Abu Dhabi from April 30 to May 1, 2025. The conference gathered over 500 experts, academics, and researchers from around the world and marked the UAE’s launch of the ‘Global Behavioral Evidence Network’ to shape the future of behavioral sciences.

Her Highness Sheikha Shamma bint Sultan bin Khalifa Al Nahyan, President & CEO of the UAE Independent Climate Change Accelerators (UICCA), stated that the discussions at BX2025 create a foundation for collaboration, emphasizing that behavioral science can help catalyze positive change for a sustainable future. His Excellency Dr. Tariq Ahmed Al Ameri, Director of the Office of Development Affairs at the Presidential Court, expressed gratitude for Sheikh Theyab’s patronage and acknowledged the contributions of government agencies and private institutions involved in the conference.
The second day of BX2025 featured the launch of the Behavioral Science Group’s New Frontiers Program. This initiative aims to integrate behavioral insights into global policy and philanthropy, facilitating high-level dialogues on behavioral science’s role in international development. H.E. Badr Jafar, Special Envoy for Business and Philanthropy, UAE, remarked that embedding behavioral science in interventions is essential for ensuring that philanthropic efforts deliver lasting value and impact.
Various sessions during the conference explored the application of behavioral science in tackling global challenges. One key session examined how behavioral insights are used to enhance outcomes in immunization, education, court attendance, and medical adherence. Another session focused on ensuring that behavioral science remains relevant amid fast-changing environments, discussing tools for translating behavioral evidence into effective policy.
The UAE’s new Global Behavioral Evidence Network is designed to connect behavioral insights units, policy labs, and social impact organizations. Rasha Al Attar, Director of the Behavioral Science Group, explained that the network will facilitate knowledge exchange and collaboration among governments and development agencies, with its first session planned for early 2026 in Abu Dhabi. The network aims to advance behavioral science as a strategic tool for development and resilience across various sectors.
At the conclusion of BX2025, participants underscored the UAE’s pivotal role in integrating behavioral science into governance frameworks and promoting global cooperation. The conference highlighted the UAE’s leadership in behavioral policy, knowledge exchange, and long-term collaboration to invest in national leaders across key societal sectors.
