The United Arab Emirates (UAE) has significantly improved its global standing in human development, now ranking 15th out of 193 countries in the latest Human Development Index (HDI) report released by the United Nations Development Programme (UNDP). This marks an impressive rise of 11 places compared to its ranking in 2021–2022. The UAE has surpassed notable countries, including Canada, the United States, Japan, Australia, and Korea, solidifying its position as the only Arab nation in the top 20.

This remarkable achievement reflects the UAE’s commitment to a comprehensive approach to development that prioritizes human well-being. The nation integrates key sectors such as healthcare, education, and quality of life to establish itself as a global leader in sustainability and human capital advancement. The 2025 Human Development Report, titled “A Matter of Choice: People and Possibilities in the Age of Artificial Intelligence (AI),” awarded the UAE an HDI score of 0.94.
Key indicators in the report reveal that life expectancy at birth in the UAE has reached 82.9 years, aligning with Sustainable Development Goal (SDG) 3, which focuses on “Good Health and Well-being.” Additionally, expected years of schooling are recorded at 15.6, while average years of schooling stand at 13, contributing to SDG 4 on quality education. The UAE’s gross national income per capita has also achieved $71 142, reinforcing SDG 8, which emphasizes decent work and economic growth.
Abdulrahman bin Mohamed Al Owais, the UAE Minister of Health and Prevention, stated that the nation’s leading position reflects its ongoing investment in a world-class healthcare system that encourages innovation and ensures high-quality services, in line with the UAE’s long-term vision for a healthy and sustainable future.
Sara bint Yousef Al Amiri, the UAE Minister of Education, highlighted that education has always been a focal point of the UAE’s development strategy. She pointed out the implementation of adaptive and forward-thinking education policies designed to prepare future generations for competitiveness and innovation, particularly in areas such as artificial intelligence.
Hanan Mansour Ahli, Managing Director of the Federal Competitiveness and Statistics Centre, noted that the UAE’s human-centric development model leverages healthcare, education, and innovation as foundational elements for a prosperous and inclusive future. She remarked that the nation’s progress in the HDI rankings showcases proactive policymaking that prioritizes human well-being alongside economic growth.
The report also discussed the growing impact of AI on human development, warning of potential disparities between high- and low-development countries. It advocates for flexible, human-centered strategies in healthcare, education, and living standards, emphasizing the importance of human capital in the digital age.
Additionally, the UAE ranked third globally in the net migration of AI-skilled professionals in 2023, according to LinkedIn data, underscoring its appeal as a hub for AI talent. The report noted that high-income countries like the UAE benefit from specialized talent, while lower-income nations experience losses. It called for a collaborative digital economy where humans and AI work together, emphasizing the need to empower individuals through knowledge and technology for inclusive and sustainable growth.
