At the World Government Summit 2025, officials, ministers, and experts highlighted the vital role of digital transformation and technological innovation in redefining government services. They underscored the importance of partnerships between governments and the private sector to improve service efficiency and sustainability.

During the discussions, participants focused on the integration of artificial intelligence and data-driven governance. They stressed the need to balance innovation with privacy protection, emphasizing that building trust and transparency in data usage is essential. The consensus was that international cooperation is crucial for establishing a sustainable and efficient digital future.

His Excellency Milojko Spajić, the Prime Minister of Montenegro, called for a cultural shift in government operations to increase flexibility and promote collaboration. He expressed concerns about the digital divide affecting marginalized groups, particularly women, and emphasized the need for transparency and accountability in government institutions to combat misinformation and rebuild public trust. Spajić insisted that investment in digital transformation should be part of a broader commitment to security and resilience.

His Excellency Mohammed bin Taliah, Chief of Government Services in the UAE, noted that technology is becoming the primary driver of future government services. He stated that embracing innovation and collaboration allows for the creation of seamless, intelligent government services tailored to individual needs. He mentioned that emerging technologies like artificial intelligence and quantum computing are fundamentally changing how governments operate and deliver services.

In the session titled “Technology and Government Alliance: Building a Smart and Sustainable Future,” global leaders and tech executives discussed how strategic partnerships are transforming public services. Sherzod Shermatov, Uzbekistan’s Minister of Digital Technology, emphasized that collaboration between government and technology companies is vital for fostering a vibrant digital business environment. Mike Sicilia, Executive Vice President of Oracle Systems, pointed out that successful digital transformation hinges on three key elements: cloud infrastructure, continuous connectivity, and cybersecurity.

In another session, Her Excellency Huda Al Hashimi, UAE Assistant Minister of Cabinet Affairs for Strategy, outlined five factors crucial for achieving excellence in government services. These include having a clear strategic vision, a focus on measurement and data, transparency and accountability, capacity building through training, and leveraging technology to enhance service delivery.

David Rogers, a global digital transformation expert, discussed the challenges facing digitalized governments in a session titled “Beyond Digital Transformation.” He identified resistance to change, the need for continuous development, and the necessity of rethinking digital transformation for long-term sustainability as major hurdles.

In the session “Harnessing the Power of Data: Challenges and Opportunities,” participants analyzed how governments can effectively utilize data through advanced technologies while addressing privacy and security concerns. The discussions featured insights from Kyriakos Kokkinos, former Minister of Innovation, Research, and Digital Policy from Cyprus, among others.

The World Government Summit 2025, taking place from February 11-13, has brought together leaders and experts to explore critical issues facing societies today. With 21 specialized forums addressing various sectors, the summit aims to foster dialogue and collaboration for a sustainable future.
