The Abu Dhabi Government has launched the “Abu Dhabi Government Digital Strategy 2025-2027,” marking a significant step towards establishing an AI-driven government. This initiative, overseen by the Department of Government Enablement – Abu Dhabi (DGE) and in collaboration with various government entities, aims to position Abu Dhabi as a leader in global digital governance. The strategy allocates AED13 billion from 2025 to 2027 to support innovation and technology adoption throughout the emirate.

One of the primary goals of the strategy is to create a robust digital infrastructure that facilitates 100% adoption of sovereign cloud computing for government operations. It also aims to digitize and automate all government processes, enhancing efficiency and productivity. The development of a unified digital enterprise resource planning (ERP) platform is a key element of this initiative, streamlining government operations and improving overall effectiveness.
The Abu Dhabi government is also committed to the “AI for All” program, which focuses on training and empowering citizens in AI applications. As part of this initiative, over 200 innovative AI solutions will be deployed across various government services, reinforcing Abu Dhabi’s status as a hub for AI-driven innovation. Furthermore, the strategy includes the establishment of comprehensive digital guidelines and frameworks to maintain high cybersecurity standards in order to address future challenges effectively.
Ahmed Hisham Al Kuttab, Chairman of the DGE, emphasized the strategy’s alignment with the leadership’s vision of an AI-native government. He stated that this initiative will integrate AI across all government systems, creating a proactive, agile, and technology-enabled future. By leveraging AI, cloud technologies, and data-driven insights, the government aims to transform public service delivery, optimize operations, and foster sustainable economic growth.
The Abu Dhabi Government Digital Strategy builds on more than ten years of digital evolution, transitioning from e-government to smart services and now to AI-powered solutions for citizens, residents, and businesses. Recent advancements, such as the TAMM 3.0 platform and the Abu Dhabi Program for Effortless Customer Experience, set the stage for next-generation digital solutions rooted in AI, sustainability, cloud computing, and data analytics.
This comprehensive strategy is projected to contribute over AED24 billion to Abu Dhabi’s GDP by 2027 and create more than 5,000 job opportunities, supporting Emiratisation efforts. Through strategic partnerships with institutions like the Mohamed bin Zayed University of Artificial Intelligence for skill development, the Advanced Technology Research Council (ATRC) for large language model research, and G42 for AI infrastructure, Abu Dhabi is reinforcing its position as a global leader in digital governance and sustainable development.
