The Supreme Committee for Urban Planning, chaired by His Excellency Mattar Al Tayer, is accelerating Dubai’s development plans to enhance its position as a leader in quality of life. During the Committee’s 33rd meeting, they reviewed crucial strategies and projects that align with the Dubai 2040 Urban Master Plan, focusing on achieving the vision of His Highness Sheikh Mohammed bin Rashid Al Maktoum. This vision aims to establish Dubai as the world’s best city for living.

Al Tayer emphasized that, under the guidance of His Highness Sheikh Mohammed bin Rashid Al Maktoum and the support of other key leaders, Dubai will soon launch several major transformational projects aimed at enhancing community wellbeing. The Committee plans to implement initiatives that align with the ‘Year of Community’ initiative, which focuses on fostering social bonds and a prosperous society. Additionally, development efforts will concentrate on five urban centers and address housing and essential services, advancing the ’20-Minute City’ concept.
The Supreme Committee for Urban Planning has also streamlined procedures for approving new real estate projects in the emirate, resulting in a total value exceeding AED 55 billion. The approval time for development project lands has been reduced by 60%. Furthermore, 450 million square feet of land has been allocated for housing, and over 50 master plans have been reviewed in line with the Dubai Economic Agenda D33, which aims to double the size of Dubai’s economy by 2033.
The Dubai Quality of Life Strategy 2033 is a significant initiative that includes over 200 projects across ten key areas, centering on individuals, society, and urban development. The approved Transit-Oriented Development (TOD) plan aims to optimize land use around Dubai Metro stations, meeting residents’ needs and supporting increased use of public transport.
One of the highlighted projects is the ‘Dubai Walk’ master plan, designed to create over 6,500 kilometers of pedestrian paths throughout 160 areas, transforming the city into a pedestrian-friendly environment. The first phase features the Al Ras Loop, a 15-kilometer pathway connecting major historical landmarks, and the Future Loop near the Museum of the Future, which includes a two-kilometer architectural bridge.
The Dubai Metro Blue Line contract was awarded in December, marking a significant step in enhancing public transport infrastructure. This 30-kilometer line will include 14 stations and serve nine residential areas, accommodating a projected population of one million by 2040. Additionally, the ‘Therme Dubai’ project is set to create the world’s longest interactive resort and park, expected to draw around 1.7 million visitors each year.
Since its inception in March 2021, the Supreme Committee for Urban Planning has achieved several milestones under the Dubai 2040 Urban Master Plan, including planning over 17 400 residential plots and developing the Urban Planning Law. The plan aims for a 105% increase in green spaces, a 134% expansion in hospitality activities, and a significant increase in economic activity zones. Furthermore, it targets a 25% expansion in land designated for educational and healthcare facilities and a 400% increase in public beach areas.
