Dubai has introduced a significant public health law aimed at strengthening health and safety systems while enhancing community awareness. In his role as the Ruler of Dubai, His Highness Sheikh Mohammed bin Rashid Al Maktoum, who also serves as Vice President and Prime Minister of the UAE, has issued Law No. 5 of 2025.

The new law covers crucial areas such as food and product safety, control of communicable diseases, environmental health, and emergency preparedness. It promotes improved coordination among various government bodies, including the Dubai Health Authority and Dubai Municipality, to address health challenges and manage associated risks.
Under this law, individuals who are infected or suspected of having a contagious disease are required to adhere to strict guidelines. These include avoiding travel without prior approval and ensuring that they do not endanger others. Additionally, travelers must comply with health protocols, provide accurate information at Dubai’s entry points, and follow hygiene regulations such as wearing masks and maintaining physical distance.
Furthermore, the law sets high standards in areas like pest control, tobacco use, labor accommodations, and overall environmental health. It establishes clear regulations for food businesses and consumer product safety. Authorities believe that this law will enhance cooperation between the public and private sectors, facilitate data sharing, and strengthen Dubai’s standing as a leader in global public health.
