Dubai has introduced a new set of rules aimed at clarifying how financial and administrative violations are addressed within government-linked entities. These rules emphasize fairness, transparency, and accountability in handling such cases.

Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, who serves as the Chairman of the Financial Audit Authority, announced that two central committees—the Violations Committee and the Grievances Committee—have been assigned formal operating procedures. These rules will apply to all employees, including senior executives and CEOs, working in organizations under the oversight of the Financial Audit Authority.

The new regulations intend to ensure that disciplinary actions are consistent and proportional to the offenses committed, while also safeguarding employee rights. Employees now have the legal right to appeal any job-related penalties within 15 working days of being informed.

Violations will be assessed by the Central Violations Committee, which is tasked with conducting objective investigations to ensure that penalties correspond to the severity of the violation. The rules specifically prohibit imposing multiple penalties for a single offense and highlight the necessity of transparency and documented justification for all decisions made.

If an employee disputes a decision, their case will be reviewed by the Grievances Committee. After a ruling is issued, the employer is required to implement the decision and inform the Financial Audit Authority. Both committees must maintain confidentiality during their proceedings unless disclosure is authorized by the Director General and deemed to serve the public interest.

These changes are viewed as part of a wider initiative to protect public finances, uphold high governance standards, and enhance trust in the disciplinary and appeals processes within Dubai’s public sector.
