The Dubai Government Human Resources Department (DGHR) has entered into a Memorandum of Understanding (MoU) with Dubai AI Campus, which is a DIFC initiative and serves as the largest dedicated hub for AI companies in the region. This collaboration aims to advance human capital development and prepare the workforce for the future in both public and private sectors.

The main goal of this partnership is to improve local capabilities to keep pace with the rapid advancements in artificial intelligence (AI) at both regional and global levels. The two organizations plan to train over 10 000 individuals by the year 2030, aligning with Dubai’s ambitious aim to establish itself as a global leader in technology and innovation.
Abdullah Ali bin Zayed Al Falasi, the Director-General of DGHR, emphasized the significance of this collaboration, stating that it reflects the Department’s commitment to enhancing employee skills across sectors. He noted that investing in human capital is essential for fulfilling the vision of Dubai’s leadership in global innovation and technology. Al Falasi remarked, “This collaboration marks a pivotal step in empowering our workforce with skills to drive digital transformation across both public and private sectors with precision and agility.”
The partnership aligns with Dubai’s broader ambition to achieve global leadership in technology and digital transformation. It also supports the objectives of the Dubai Economic Agenda (D33), which focuses on creating a sustainable knowledge economy by leveraging advanced technologies in the field of human resources.
Essa Kazim, the Governor of Dubai International Financial Centre (DIFC), highlighted the necessity of developing a future-ready workforce for Dubai’s aspirations in technology and innovation. He stated that the collaboration between DGHR and Dubai AI Campus is essential for equipping talent in both sectors with advanced AI capabilities. Kazim pointed out that investing in human capital and fostering partnerships across sectors are critical for building a sustainable knowledge economy that promotes growth and long-term prosperity.
Under the agreement, the two parties will implement various training programs that concentrate on practical applications. These courses will be tailored to meet the specific needs of different segments in the labor market, including senior executives and mid-level managers. The programs will include hands-on training, practical projects, career mentorship, and networking opportunities to strengthen professional relationships.
A notable initiative of this partnership is the ‘AI for Civil Service’ program, which aims to upskill government employees in generative AI technologies to enhance public services. Participants will be required to present innovative ideas, which will be evaluated by a committee of representatives from the DIFC, Udacity, and industry experts. The program will also facilitate knowledge sharing and provide access to advanced mentoring and coaching sessions.
Moreover, the collaboration will focus on hosting specialized seminars and workshops, producing high-quality scientific content, and sharing the latest research on AI applications in human resources management. The agreement also promotes joint efforts to support tech initiatives and events in Dubai, enhancing institutional performance and improving workplace environments.
