The regulation applies to all facilities and projects within Abu Dhabi that require licensing from the agency. It specifically targets entities whose activities may lead to environmental pollution and potentially trigger emergencies impacting marine or terrestrial ecosystems or air quality.

Developed under Law No. 16 of 2005, the regulation enables the agency to classify projects based on their risk levels, approve emergency response plans, and establish stringent preparedness standards. Additionally, it mandates that businesses maintain trained personnel and implement preventive measures alongside robust emergency procedures.

The Environment Agency will organize workshops and emergency simulations to ensure readiness among businesses. The agency will also collaborate closely with strategic partners to effectively roll out the regulation throughout Abu Dhabi.
