The Ministry of Higher Education and Scientific Research in the UAE has issued a warning about the spread of unauthorized and fraudulent online links and forms that falsely claim to process exemption requests related to overseas study. The Ministry emphasized that it has not authorized or endorsed any such links or forms outside of its official communication channels.

This warning follows the Cabinet Resolution No. (5) of 2025, which was enacted by the Council for Education, Human Development and Society. The resolution is aimed at regulating and ensuring the quality of higher education for Emirati students studying abroad, outlining mandatory standards and controls to guarantee the validity of academic qualifications within the UAE.

According to the resolution, sponsoring entities may submit exemption requests for specific universities or academic programs that do not meet the established standards. The Ministry clarified that a single exemption request can cover multiple fields of study or institutions, simplifying the application process for students. Students can submit their “Exemption Request” through the official website of the Ministry, where a dedicated Exemptions Committee will review these requests, considering exceptional circumstances that may require flexibility.

The Ministry has also strongly advised students wishing to study outside the UAE to refrain from engaging with unauthorized entities or individuals who advertise university admission services abroad through various channels. Students are urged to interact only with university service offices that are officially approved and listed on the Ministry’s website.

Additionally, the Ministry encourages students to verify that any university they plan to enroll in is recognized by the Ministry of Higher Education. Students can access a list of accredited universities, organized by country, on the Ministry’s official website to ensure their chosen institution meets the required standards.
