Saudi Arabia’s Ministry of Municipalities and Housing has announced a new mandatory home delivery permit service for both food and non-food delivery businesses, set to take effect on July 1, 2025. This initiative is designed to enhance consumer confidence and improve the overall quality of life within the Kingdom.

The permits will be issued through the Balady platform, which aims to organize delivery operations in urban areas. By ensuring that businesses comply with specific health and technical requirements, the initiative seeks to foster a safer and more efficient service environment for consumers.
To obtain these permits, businesses must fulfill several criteria. These include obtaining health certification for all home delivery personnel, securing approval from the relevant authority overseeing the commercial activity, displaying the establishment’s name on delivery vehicles, and ensuring that vehicles meet the necessary technical and health standards for the safe transport of goods.
The Ministry will conduct field inspections to ensure compliance with these regulations and will take necessary regulatory actions against violators. Business owners interested in applying for the home delivery permit can do so through the Balady platform.
