Gridora, an infrastructure platform established by ADQ, IHC, and Modon Holding, has signed its first Memorandum of Understanding (MoU) with the Abu Dhabi Projects and Infrastructure Centre (ADPIC). This agreement aims to accelerate the delivery of significant transport infrastructure projects valued at an estimated AED 35 billion.

The MoU represents a critical step in Gridora’s mission to facilitate the execution of strategic infrastructure projects. Through this agreement, Gridora and ADPIC will create a framework for collaboration to support the development, planning, and implementation of vital infrastructure initiatives within the Emirate of Abu Dhabi.
Initially, both parties will focus on forming a working committee that will explore potential opportunities and identify pilot projects. These initiatives will be drawn from a range of projects that ADPIC plans to deliver, as the center has been tasked with implementing projects worth at least AED 35 billion.
His Excellency Jassem Mohamed Bu Ataba Al Zaabi, Chairman of Gridora, emphasized that the partnership reflects a commitment to accelerate the implementation of essential transport infrastructure. He stated, “Gridora’s expertise and resources will deliver world-class infrastructure, empowering the nation’s ambitious economic and population growth goals.”
His Excellency Mohamed Ali Al Shorafa, Chairman of the Department of Municipalities and Transport, noted that the collaboration aims to enhance Abu Dhabi’s transport infrastructure and improve cost efficiency. He highlighted that leveraging Gridora’s capabilities will create long-term value for the emirate and its communities.
Eng. Maysarah Mahmoud Eid, Director General of ADPIC, remarked that the MoU represents a joint commitment to enhance connectivity and quality of life in Abu Dhabi. He emphasized the importance of infrastructure as a driver of economic growth and sustainability, stating that this partnership will help shape a future-ready emirate.
Bill O’Regan, Group CEO of Modon Holding, expressed optimism about the MoU, indicating that it will enable Gridora to deliver critical infrastructure essential for long-term growth. He looks forward to the platform moving ahead with its mission to develop world-class cities.

It aims to support large-scale, impactful infrastructure projects through a dual-focus business model that includes both ‘Infrastructure Projects’ and ‘Infrastructure Investments.’
This MoU with ADPIC is the first in a series of planned engagements designed to promote high-priority public infrastructure and strengthen collaboration between the public and private sectors. It underscores the significant scale of Gridora’s business and its commitment to advancing infrastructure development in the region.
