Dubai is stepping up its efforts to create pedestrian-friendly spaces with the launch of the ‘Super Block’ initiative. Approved during a recent Dubai Executive Council meeting chaired by Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, the project will transform several residential and commercial areas into car-free zones.

The initiative is part of the Dubai 2040 Urban Master Plan and is designed to improve quality of life, increase green spaces, and encourage social interaction. Areas like Al Fahidi, Abu Hail, Al Karama, and Al Quoz Creative Zone will be the first to experience this transformation.
In a tweet, Sheikh Hamdan announced, “We introduced the Super Block initiative to create car-free pedestrian-friendly neighbourhoods,” adding that the plan aims to redefine urban living while reducing carbon emissions.
During the meeting, Sheikh Hamdan also stressed the importance of digital transformation and sustainable urban development. He highlighted the approval of the Unified Digital Platform initiative, which will integrate government services into a single platform by 2027. This includes apps like Dubai Now, Invest in Dubai, and Visit Dubai, which aim to streamline access to essential services for residents, businesses, and tourists.
Additional initiatives were also unveiled to boost social development and inclusivity. Sheikh Hamdan welcomed the declaration of 2025 as the Year of Community, which aligns with the Dubai Social Agenda 33. This agenda, supported by a budget of Dh208 billion, focuses on enhancing social cohesion and meeting the needs of the community.
The council also approved the Community Development Fund Policy to enhance social services and support for UAE nationals. Managed by the Community Development Authority, the fund will drive innovation in social programmes and promote an inclusive society.
In the real estate sector, a new Strata Registration initiative was introduced to enhance homeownership opportunities for UAE citizens. This policy will allow property owners to subdivide units and issue separate title deeds, offering more flexible housing options and boosting economic growth. Areas like Al Nahda, Al Karama, and Al Barsha will be prioritized in the first phase, followed by villa communities in the second phase.
Sheikh Hamdan emphasized that these initiatives reflect Dubai’s commitment to creating a resilient and inclusive society while setting global benchmarks in urban planning, social development, and digital innovation.
