New Insurance Programs Set to Benefit UAE Workers in 2025

The UAE is set to expand its support for private sector workers with three key insurance programs designed to provide financial safety, healthcare access, and job loss protection. These initiatives, implemented by the Ministry of Human Resources and Emiratisation (MOHRE), aim to improve workplace security and employee well-being.

Starting January 1, 2025, mandatory health insurance will cover all private sector workers across the UAE, including Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah. Employers will be required to provide this insurance when renewing or applying for residency permits for their employees. Costs for the insurance will be covered by the employers, who can choose packages from DubaiCare Network or other approved providers.

The Workers Protection Programme (WPP), introduced in 2018, ensures that employees receive their wages in case of company bankruptcy. Employers can either provide a bank guarantee of at least Dh3,000 per worker or opt for an insurance plan that offers coverage of up to Dh20,000 per worker. If a worker is compensated through this insurance, the employer must reimburse the insurer.

Additionally, the Involuntary Loss of Employment (ILOE) scheme offers financial support for workers who lose their jobs. Launched in 2023, this program is funded by employees and provides compensation for up to three months in case of job loss, as long as the termination isn’t due to disciplinary reasons. Subscribers need to have been part of the scheme for at least 12 consecutive months to qualify for benefits. Claims must be filed within 30 days of job loss and are processed by licensed providers within two weeks.
