Dubai’s DEWA to Complete $408 Million Net-Zero Headquarters

The Dubai Electricity and Water Authority (DEWA) is set to complete its new headquarters, Al Shera’a, in Al Jaddaf by the fourth quarter of 2025. This significant construction project, valued at 1.5 billion UAE dirhams (approximately $408 million), aims to become the tallest, largest, and smartest energy-positive government building in the world once finished.

With a built-up area exceeding two million square feet, Al Shera’a will house around 3 000 employees across 15 floors, a basement, and five levels of parking. The building is designed to produce more energy than it consumes, generating over 7 000 megawatt-hours (MWh) annually from more than 20 000 square meters (sqm) of photovoltaic (PV) solar panels, which will provide a capacity of more than 4 000 kilowatts (KWp).

Furthermore, the building is planned to use 50 percent less water than traditional office buildings. This net-zero project aligns with Dubai’s clean energy goals and carbon neutrality strategies as outlined in the Dubai Clean Energy Strategy 2050 and the Dubai Net Zero Carbon Emissions Strategy 2050, according to DEWA’s statement.
