The UAE Ministry of Higher Education and Scientific Research has introduced new regulations for recognizing foreign university degrees, specifically targeting those obtained through online and distance learning programs. These updates are designed to streamline the recognition process and ensure that all qualifications adhere to the standards established by the UAE government.

Under the revised guidelines, degrees earned through distance learning, open education, online education, and correspondence can be conditionally recognized. However, for these degrees to be accepted, they must meet specific criteria set by a designated ministerial committee.

The ministry has made it clear that vocational certificates, short-term training program certificates, and degrees awarded through specialized programs aimed at particular student groups will not be eligible for recognition. This initiative is part of a broader effort to guarantee that only accredited and legitimate academic qualifications are acknowledged.

To facilitate the degree recognition process, the Ministry has collaborated with two external agencies—DataFlow and QuadraBay. These agencies will be responsible for verifying degrees and confirming their authenticity. Once a degree has been verified, applicants can proceed to apply for official recognition through the Ministry.

The entire recognition process is conducted online, and while there are no specific deadlines for applications, the Ministry typically processes recognition requests within 30 working days. Applicants also have the right to appeal decisions within three months if they feel it is necessary.

Degrees obtained via non-traditional study formats will be assessed on a case-by-case basis. A crucial requirement is that the awarding institution must be accredited by the official educational authorities in its home country. Additionally, students are expected to adhere to the approved study methods of their respective universities.

The Ministry has further emphasized that applications related to vocational certificates, short-term training programs, and degrees for specific student demographics will not be considered for recognition.

The recognition fees for academic qualifications are set as follows: Dh100 for a bachelor’s degree, Dh150 for a postgraduate degree, and Dh200 for a doctoral degree. Verification fees will vary based on the country of origin and the charges established by the awarding institution. Payments can be made electronically through e-Dirham or postpaid cards.

Furthermore, the Ministry has outlined five essential conditions for recognizing professional qualifications, including diplomas and degrees from universities outside the UAE. These conditions specify that students must adhere to their university’s program, that the university must be accredited in its home country, and, if transferring credits, the university must be licensed and accredited. For online programs, the university must be recognized by the UAE’s Ministry for distance learning, restricting a maximum of 18 credit hours per semester. Additionally, applicants for medical and engineering degrees must possess a relevant bachelor’s degree.
