Launched under the guidance of H.H. Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, who serves as the Crown Prince of Dubai, Deputy Prime Minister, Minister of Defence, and Chairman of the Board of Trustees of DFF, the program is designed to equip Emirati professionals in government and semi-government roles with the necessary skills to anticipate and shape the future of Dubai. The program focuses on strategic foresight, policymaking, and innovation-driven strategies.

Abdulaziz Al Jaziri, Deputy CEO of DFF, emphasized the program’s significance, stating that it prepares a select group of Emirati leaders with specialized foresight expertise. This enables them to anticipate changes, develop proactive strategies, and influence the future of Dubai’s governance. He pointed out that embedding strategic foresight within government entities is vital for ensuring Dubai’s leadership in future-ready policymaking globally.

DEEP is structured into a learning journey that combines theoretical knowledge with practical application. The first level, ‘Certified Foresight Practitioner,’ will take place from May to June 2025, offering an intensive training experience focused on foresight methodologies, horizon scanning, and future scenario development tailored for Dubai.

The second level, ‘Certified Foresight Ambassador,’ is scheduled for September to October 2025 and adopts a project-based approach. Participants will identify and develop a strategic foresight project that addresses significant future challenges or opportunities relevant to their sector or Dubai. They will also present a comprehensive project that includes actionable recommendations and an implementation plan.

The program incorporates expert-led training, case studies, scenario development exercises, and interactive discussions. Participants will receive a certified qualification in strategic foresight from DFF and The Executive Council of Dubai, gain access to a global foresight network, and engage in specialized DFF events and training programs.
