Dubai Healthcare City (DHCC) is a key part of making Dubai a world center for medical tourism and healthcare. A full ecosystem of top-notch healthcare services and strategic relationships is what DHCC is doing to change the future of patient care and medical innovation.

In an interview, Allae Almanini, COO of Dubai Healthcare City Authority, and Jaffar Bin Jaffar, the director of Partnerships, discussed how DHCC is enhancing Dubai’s healthcare landscape. They highlighted the growth of DHCC, which features over 195 clinical facilities and 130 regional headquarters of global companies, emphasizing the importance of high-quality specialized healthcare services to meet the sector’s rising demands.
Following the recent changes to the law governing Dubai Healthcare City, DHCC is further solidifying Dubai’s status as a global healthcare hub. Almanini noted that the authority has worked diligently to create an enabling environment for its partners, encouraging them to expand their operations and improve their specialized healthcare offerings. Since 2019, DHCC has attracted Dhs1.03 billion in strategic investments, which fosters a space where healthcare innovation can flourish.
DHCC has recently collaborated with the AI & Quantum Intelligence Institute (AIQII) to introduce an AI-driven medical claims analysis solution. Jaffar Bin Jaffar explained that this partnership optimizes revenue cycle management for over 300 healthcare providers within DHCC, improving administrative processes and reducing claim denials. The AI solution is expected to enhance operational efficiency and support sustainable financial practices, especially with the UAE’s new basic health insurance mandate, which is increasing the volume of medical claims.
The AI initiative aims to automate claim analysis, which will lessen the manual workload and help identify recovery opportunities. According to Jaffar, healthcare providers will benefit from complimentary claims analysis, with AIQII negotiating with payers to recover funds without additional costs or downtime. This shift will allow providers to focus more resources on patient care, thus improving patient outcomes and speeding up treatment delivery.
Almanini emphasized DHCC’s commitment to adopting AI and other transformative technologies, reinforcing its position as a leading hub for healthcare innovation. Initiatives like the AI Healthcare Innovation Lab and AI-driven medical claims analysis solutions are set to enhance patient care and medical processes. DHCC is dedicated to creating an ecosystem that attracts IT experts and advanced digital services, thus supporting continuous advancements in patient-centered healthcare solutions.
The establishment of regional offices by leading companies like AirMed International within DHCC is a significant step in enhancing patient-centric healthcare services. Jaffar noted that AirMed’s presence strengthens Dubai’s reputation as a trusted healthcare destination, particularly for medical tourists. This aligns with DHCC’s strategic vision of fostering an ecosystem that prioritizes medical excellence and attracts world-class healthcare providers.
Almanini discussed the challenges faced by DHCC in keeping its competitive edge, including rapid advancements in medical technology and shifting patient expectations. To address these challenges, DHCC collaborates with relevant authorities and implements initiatives like C37, a workspace for doctors, and Masaar, a customer service platform offering licensing and visa support.
Looking ahead, DHCC is committed to improving healthcare delivery to meet the sector’s growing demands. With ongoing developments in Phase 2 focusing on healthcare and residential facilities, DHCC aims to enhance community wellness and contribute to Dubai’s 2040 Urban Master Plan. The authority is also dedicated to promoting medical education and establishing specialized research centers, reinforcing its status as a hub for healthcare innovation and investment.
