Suhail bin Mohammed Al Mazrouei, the Minister of Energy and Infrastructure, announced that the Ministry is drafting new legislation and policies aimed at enhancing the sustainability of hydrogen production. This initiative is being developed in collaboration with the International Partnership for Hydrogen and Fuel Cells in the Economy (IPHE) and is set to be adopted by all member states of the IPHE, including the United Arab Emirates (UAE).

During an interview with the Emirates News Agency (WAM) at Abu Dhabi Sustainability Week 2025, Al Mazrouei emphasized that these legislative efforts will create a roadmap and establish clear standards to ensure the long-term sustainability of the hydrogen sector. He also pointed out the UAE’s strong engagement with the Hydrogen Council through the efforts of ADNOC and Masdar, reinforcing the country’s commitment to hydrogen as a clean energy source.
Al Mazrouei further stated that the UAE aims to produce 1.4 million metric tonnes of low-carbon hydrogen annually by 2031. He indicated that this ambitious roadmap requires comprehensive regulations covering production, transportation, and other critical areas, ultimately positioning the UAE as a leading global producer and exporter of low-carbon hydrogen energy.
The Minister noted a significant drop in hydrogen production costs, which have fallen by 40 to 50 percent, from US$10 per kilogram to a range of US$5–6 per kilogram. This reduction is expected to enhance the sector’s sustainability and streamline production processes, making hydrogen a more viable and competitive energy source.
