DLD has called on developers and real estate brokers, especially those who have not participated in previous phases of the programme, to contribute proposals and initiatives that support its objectives. The department emphasizes the importance of collaboration in creating a robust ecosystem based on public-private sector synergy, which will open high-quality training and employment opportunities for national talent. This cooperation aims to sustain the real estate sector while strengthening Dubai’s position as a premier destination for talent and investment.

So far, the programme has exceeded expectations, with the number of qualified Emirati brokers surpassing the annual target by more than 180%. It has also provided numerous specialized training courses in partnership with accredited academic institutions. Upon completing the required training, participants receive an official real estate broker card, valid for three years, which allows them to practice within Dubai’s legal and regulatory framework. These initiatives have resulted in real estate transactions exceeding AED 500 million since the programme’s inception, along with the licensing of 231 new real estate brokerage firms.

In its efforts to foster collaboration, DLD has organized over 10 meetings with 71 strategic partners across various real estate sectors, including 26 development companies, 38 brokerage firms, and four training institutes. This collaborative effort has been instrumental in creating a network that enhances professional success opportunities for participants and strengthens the ecosystem that supports Emiratisation in the real estate sector.

To further stimulate the business environment and promote Emiratisation in real estate professions, Dubai Land Department plans to implement an incentive points system for brokerage firms that hire Emirati citizens. These firms will gain additional points that will improve their ranking within DLD’s evaluation system, positively impacting their competitive position in the market.

DLD affirms that the Dubai Real Estate Broker Programme is a key pillar aligned with the objectives of the Dubai Social Agenda 2033. The programme aims to empower Emirati citizens to tap into economic opportunities in the real estate sector by offering specialized training, issuing the ‘National Broker’ license, allocating a portion of real estate projects to participants, and improving their employment prospects with active brokerage firms in Dubai.

This initiative serves as a comprehensive platform for developing national talent and preparing a new generation of qualified Emirati brokers who meet the highest professional standards. It also reinforces Dubai’s status as a leading global destination for real estate investment while supporting the sector’s sustainability and dynamism. The programme aims to raise the percentage of Emiratis working in real estate brokerage to 15% over the next three years, demonstrating the Dubai Government’s commitment to integrating national talent into high-value economic sectors.

The ongoing implementation and expansion of the programme reaffirm its vision of opening new opportunities for Emirati youth and equipping them with the necessary skills for competitiveness and innovation. This aligns with Dubai’s broader development goals and contributes to building a more inclusive and sustainable economic ecosystem.
